VG “Jie-jie” Almonte Excels Training for Vice-Governors
Oroquieta City – The League of Vice-Governors of the Philippines (LVGP), in partnership with the Development Academy of the Philippines, held a capacity building training last February 15-19, 2017 at the Development Academy of the Philippines Conference Center, Tagaytay City.
The Foundation Course on Local Governance and Legislation was completed by 34 Vice-Governors and 7 legislative staff members from the different provinces all over the country in which our very own Vice Governor Aurora Virginia M. Almonte participated in.
Holding such program has been agreed by the League plenary during the 67th National Assembly held at Sofitel Hotel last December 2016. It was the first training intervention implemented under a Memorandum of Understanding between the DAP and the League of Vice-Governors of the Philippines which is expected to equip participants with knowledge and fundamental principles, concepts, and tools on local governance and legislation. The said training course also aims to enhance their capability so that they can discharge their functions and responsibilities effectively and efficiently in their respective localities, especially those who are serving their first term in office.
The three-day training program tackled on subjects such as understanding good local governance; public policy process; understanding local legislation process and procedures; local budget administration and expenditure management; local fiscal administration and management; the public-private partnership (PPP) program in the Philippines; and public procurement.
There was a lively and healthy exchange of ideas after each session between the participants and the resource persons. This has helped our legislators to be enlightened given similar situations in their localities, specifically in budgeting and procurement, among others.
During the closing ceremony, Vice-Governor Humerlito “Bonz” Dolor of Oriental Mindoro, delivered a message on behalf of LVGP President Antonio Albano. He cited a Chinese proverb that states: “If you tell me something, I will forget. If you show me something, I may remember. But if you involve me, I will understand.” He further explained that this was why most of the participants were actively engaged during the discussions as it is only through involvement that they will truly learn and understand.
Another highlight of the program was the awarding of the Top 5 Participants wherein Vice Governor Almonte was an awardee. The said award was given to those who performed well during the training course and have shown to be the most improved among all the participants.
