Duterte’s intensified national campaign against illegal drugs through conceptualizing an ordinance, otherwise known as Proposed Ordinance No. 30-16: An Ordinance Enacting the Drug-Free Workplace on the Provincial Government of Misamis Occidental.
On August 5, 2016, the public hearing on the said ordinance was held in the New Sangguniang Panlalawigan Session Hall, Capitol, Oroquieta City. Gracing the said occasion were Provincial Vice-Governor Aurora Virginia M. Almonte, Atty. Ricardo “Ric-Ric” Lumantas, the Provincial Legal Officer who also represented Gov. Ramiro’s behalf, Engr. Henry Ken Regalado, the Provincial Administrator, the active Members of the Sanggunian, spearheaded by Hon. The said ordinance highlighted the prevention and protection of all PGMO employees in the workplace against the use of illegal drugs. It is also part of the Drug-Free Workplace Program of the Provincial Government of Misamis Occidental to conduct random drug-testing among its employees and their rehabilitation once confirmed positive of illegal drug use.
Vice-Governor Almonte, on the delivery of her Solidarity Message, made mention of the negative impact of technology, giving rise to a massive delivery of illegal drugs through what is called “faceless drug transactions”. She also expressed the Sangguniang Panlalawigan’s support in the fast submission of this ordinance to make this institution a safe, happy, and drug-free workplace.
